Issue of Form C to supplier by purchaser on revision of prices.?

We are purchaser and purchasing telecommunication equipment at concessional CST and in lieu we are issuing Form C to supplier. If we purchased item at provisional rate and issue FORM C at these provisional rate and thereafter the prices got finalized upwardly resulting change in E.D and CST in that case whether purchaser can issue FORM C for difference amount or not.
