Between software engineering and telecommunication and information engineering which would be the better degre?

I vote for Telecommunications and Information Engineering, since they involve practical techniques which will be useful even if technology changes drastically. Software engineering is more directed towards existing software concepts and my put you at risk as these concepts change.
